Overseas Citizen of India (OCI) Card

1. About the OCI Scheme

The Constitution of India does not permit an individual to hold Indian citizenship and citizenship of another country simultaneously. An Overseas Citizen of India (OCI) Cardholder is therefore not an Indian citizen, and OCI should not be understood as “dual citizenship.”

The OCI Scheme was introduced under the Citizenship Act, 1955, to facilitate eligible foreign nationals of Indian origin and certain other eligible categories to maintain a lifelong connection with India.

2. Eligibility for OCI Registration

Subject to the provisions of Section 7A of the Citizenship Act, 1955, the following foreign nationals may be eligible for registration as OCI Cardholders:

• A person who was a citizen of India on or after 26 January 1950;
• A person who was eligible to become a citizen of India on 26 January 1950;
• A person who belonged to a territory that became part of India after 15 August 1947;
• A child, grandchild or great-grandchild of such a person;
• A minor child whose both parents, or either parent, is an Indian citizen; or
• A foreign-origin spouse of an Indian citizen or OCI Cardholder, provided the marriage has been registered and continuously subsisting for at least two years immediately before the application.

Important: A person is not eligible for OCI registration if the person, or either of the person’s parents, grandparents or great-grandparents, is or had been a citizen of Pakistan, Bangladesh or any other country notified by the Government of India.

3. Benefits Available to an OCI Cardholder

An OCI Cardholder is generally entitled to:

• A multiple-entry, multi-purpose lifelong visa for visiting India;
• Exemption from registration with the FRRO/FRO, irrespective of the duration of stay in India, subject to applicable laws and notifications;
• Parity with Non-Resident Indians in specified financial, economic and educational matters, as notified by the Government of India; and
• Other benefits notified by the Government of India from time to time.

An OCI Cardholder is not entitled to acquire agricultural land, farmhouse property or plantation property in India, except through inheritance where legally permissible.

4. OCI Is Not Indian Citizenship

An OCI Cardholder:

• Cannot vote in India;
• Cannot contest elections to the Lok Sabha, Rajya Sabha, State Legislative Assembly or Legislative Council;
• Cannot hold constitutional offices such as President, Vice-President or Judge of the Supreme Court or a High Court;
• Is not eligible for appointment to public services and posts connected with the affairs of the Union or a State, except where specifically permitted; and
• Is not entitled to an Indian passport.

5. Application for Indian Citizenship

An OCI Cardholder may apply for registration as an Indian citizen under Section 5(1)(g) of the Citizenship Act, 1955, subject to fulfilling the prescribed conditions, including:

• Being registered as an OCI Cardholder for five years; and
• Being ordinarily resident in India for twelve months immediately preceding the application.

The grant of Indian citizenship is not automatic and remains subject to the applicable law, prescribed procedure and approval of the competent authority.

6. How to Apply for OCI Registration

OCI applications must be completed online through the official portal:

Applicants should:

• Complete all relevant fields in the online application;
• Upload the prescribed photograph, signature and supporting documents;
• Pay the applicable fee through the payment facility indicated on the portal; and
• Follow the instructions generated by the portal regarding document verification or any further action.

Applicants residing in Cyprus should select the High Commission of India, Nicosia as the concerned Indian Mission.

Applicants may be required to present their original supporting documents to the High Commission for verification if directed through the portal or by the Mission.

7. Photograph and Signature Requirements

The photograph uploaded with the application must:

• Be square in shape and not less than 51 mm × 51 mm;
• Have the face covering approximately 80% of the photograph;
• Have a plain, light-coloured background—not white;
• Show a full front view of the applicant’s head and shoulders;
• Be between 200 × 200 and 900 × 900 pixels; and
• Be uploaded in JPEG/JPG format, within the prescribed file-size limit.

The applicant’s signature or thumb impression must be uploaded within the designated area and should not touch the borders of the signature box.

Applicants should follow the latest specifications displayed on the OCI portal.

8. OCI Applications Submitted in India

A foreign national applying for OCI registration while residing in India must hold:

• A long-duration visa, other than a Tourist Visa, Missionary Visa or Mountaineering Visa;
• At least three months’ validity on the visa as on the date of application; and
• A valid Residential Permit/Registration Certificate issued by the jurisdictional FRRO/FRO, wherever applicable.

There is no requirement to complete six months’ stay in India before applying.

Correction: The excluded category is not merely an “E-3 Visa.” The official OCI portal currently specifies that holders of Tourist, Missionary and Mountaineering Visas cannot apply for OCI registration from within India.

9. Electronic OCI Card — e-OCI

The Government of India launched the Electronic Overseas Citizen of India Card (e-OCI Card) on 30 June 2026.

The e-OCI Card:

• Is a digital representation of the OCI Card;
• Can be downloaded free of charge through the OCI Services Portal;
• Can be saved electronically or printed for personal reference;
• May be presented in digital form at Immigration Check Posts and to airlines whenever required; and
• Facilitates digital verification and reduces difficulties arising from loss or damage of physical documents.

Existing OCI Cardholders can access the facility by logging into the OCI portal using the email address linked to their OCI record.

Important: The e-OCI Card does not change or provide any additional OCI rights. OCI Cardholders must continue to comply with the document requirements prescribed by airlines, immigration authorities and other competent authorities at the time of travel.

10. New Passport and Updating OCI Particulars

Under the latest e-OCI arrangement, re-issuance of the physical OCI booklet is no longer required merely because a new passport is issued after the age of 20 years.

OCI Cardholders must, however, update their new passport details online whenever required through OCI Miscellaneous Services at:

https://ociservices.gov.in/

Changes relating to the holder’s name, nationality, passport details or other personal particulars must be made only through the prescribed OCI Miscellaneous Services.

OCI Cardholders registered on the basis of marriage to an Indian citizen or OCI Cardholder may be subject to additional online updating and declaration requirements.

11. Downloading the e-OCI Card

Existing OCI Cardholders may:

1. Register or log in to the OCI Services Portal;
2. Ensure that the correct email address is linked to their OCI record;
3. Select the e-OCI option on the dashboard;
4. Generate the e-OCI Card; and
5. Download and securely save the card.

If an old or inaccessible email address is linked to the OCI record, the applicant should first use the Email ID Updation facility available under OCI Miscellaneous Services.

12. Processing Time and Status Enquiry

Processing time depends on the category of application, document verification and security-clearance requirements. Applicants are advised to apply well in advance and avoid making non-refundable travel arrangements until the OCI application has been approved.

Applicants should quote their online registration number/file reference number in correspondence with the High Commission.

13. Submission at the High Commission of India, Nicosia

OCI applicants residing in Cyprus may approach the High Commission of India, Nicosia, during the notified consular working hours for original-document verification or other services when required.

Consular submission hours: 0900–1200 hours on working days

Applicants should consult the High Commission’s website before visiting, as working hours, submission arrangements, fees and documentary requirements may change.
